Sec. 3. Federal and state savings; scope

(a) This chapter shall be construed to regulate only:

  • Takeoff, landing, and staging on municipal property;
  • Use of parks, rights-of-way, and other municipal property for UAS and related equipment;
  • Local permitting, insurance, privacy, and transparency conditions for such uses; and
  • Acquisition, deployment, and use of surveillance technology, ALPR, and AI-assisted observation by [City/County] entities or by private parties on municipal property or in the public right-of-way under [City/County] authorization.

620.00 UNMANNED AIRCRAFT SYSTEMS.
(A)   No motorless or unmanned aircraft, such as drones, kites, balloons, and similar devices, shall land or takeoff from the airport without:
(1)   Filing an application and obtaining a proper permit from the CEO or the CEO’s designee. The CEO may exercise discretion in implementing a fee(s) related to such application and permit so long as such fees are assessed in a reasonable manner on similarly situated applicants and permittees (as applicable). The CEO or designee will prescribe the form of the application and may from time to time amend the application information

§ 90.29 DISCHARGE OF FIREARMS AND AIR RIFLES.
(A)   No person may discharge any firearm within the village.

This section shall not apply to individuals acting in justifiable defense of self, others, or domestic pets, or pursuant to the lawful directions of a police officer nor to police officers acting in a lawful performance of their duties.

§ 90.30 EXEMPTIONS.
The following are exempted from the provisions of this subchapter:
(A)   Any sirens, horns, whistles, or other devices used by emergency personnel such as fire, rescue, police, or other agency, while engaged in emergency operations to assist the public;
(B)   Construction operations from 6:00 a.m. to 9:00 p.m. for which building permits have been issued or construction operations not requiring permits; providing all equipment is operated in accord with the manufacturer’s mufflers and noise-reducing equipment in use and in proper operating condition;

(a) For city approval of sanitary sewer system, the applicant shall furnish to the department of public works and services three sets of the sanitary sewer plans, including the general plan for the system on which he desires approval. The department of public works and services shall review the plans for conformity to the city standards, after which they will return one of the three sets or a letter with appropriate comments to the applicant. The applicant, after making any requested changes, shall then resubmit ten sets of plans to the city, five of which shall be manually sealed and signed by a professional engineer. The city shall then review these revised plans for conformity and if they have been properly made, will retain five copies and transmit the remaining five copies to the county department of public works and services for their review and approval. The county department of public works and services will then transmit the plans to the state department of health for a construction permit. Section 600. Administrative Organization Authorized. The Council shall by ordinance provide the form of organization through which the functions of the City under the jurisdiction of the City Administrator are to be administered. Any combination of authorized duties, powers and functions which in the judgment of the Council will provide the most efficient and economical service possible, consistent with the public interest and in keeping with accepted principles of municipal administration, may be authorized by such ordinance.
