The following are exempt from the provisions of Table 1 and Table 2 of section 16-73: (1) Sound emanating from scheduled outdoor athletic events conducted or sponsored by the town. (a) Any person desiring to hold a mass gathering as defined in section 24-156 , shall make application to the code enforcement department on forms furnished by the city. Such applications for a mass gathering must be filed with the code enforcement department a minimum of sixty (60) days before the date of the mass gathering and shall thereafter be forwarded to the police chief for distribution to the appropriate department(s) for their review and comments. thereafter, such application shall be considered by the police chief for approval and issuance, or denial. (a) For city approval of sanitary sewer system, the applicant shall furnish to the department of public works and services three sets of the sanitary sewer plans, including the general plan for the system on which he desires approval. The department of public works and services shall review the plans for conformity to the city standards, after which they will return one of the three sets or a letter with appropriate comments to the applicant. The applicant, after making any requested changes, shall then resubmit ten sets of plans to the city, five of which shall be manually sealed and signed by a professional engineer. The city shall then review these revised plans for conformity and if they have been properly made, will retain five copies and transmit the remaining five copies to the county department of public works and services for their review and approval. Section 600. Administrative Organization Authorized. The Council shall by ordinance provide the form of organization through which the functions of the City under the jurisdiction of the City Administrator are to be administered. Any combination of authorized duties, powers and functions which in the judgment of the Council will provide the most efficient and economical service possible, consistent with the public interest and in keeping with accepted principles of municipal administration, may be authorized by such ordinance.
